What if a person does not have an Y8 account?

if the person does not have an Y8 Account, will he or she be able to access to this Y8 forum or Y8 Website to play Y8 Games?
2nd Question: when i edit my Y8 profile, what if i were to give false details about myself? e.g the Name, Age, Gender, Date of birth, Country and street address
