how to create wallpaper from dressup game for the user - I’ve seen Profile Picture feature but I don’t want to change profile picture of the player.
Also schould user be logged in for that feature?

I doubt you can create a wall paper for all the OSs using Flash (maybe AIR Desktop apps). However, you can create an image from a movieclip and allow users to save it to their computer. I found some instructions on how to go about that at Stack Overflow.
